As the person accountable for this program, they will act as TAI customer facing agent and primary liaison with FR business partners, collaborate in leadership of all activities related to the program stand up, the Contract scope and will hold the authority to develop and implement specific courses of action for the program to be successful and profitable.Essential Duties and Responsibilities:Accountable for the Profit and Loss of the programAccountable for delivery of service, team composition and performance; and customer satisfactionAct as the primary contact to the France ADAIR Program Management Office (PMO), the Direction Générale de l’Armement (DGA), Direction des Achats de l’État (DAE) and the Ministère de l’Économie, des Finances et de la Relance (MEFR) for Top Aces France and Top Aces Inc.Complete understanding of of the France ADAIR Contract, SOW, and AnnexesRespond to France ADAIR PMO meetings and represent Top Aces at such meeting. Responsible to resolve any deficiencies identified.Continuously analyze the program performance, propose and execute changes required to maintain and grow performance.In conjunction with the Director Operations,supervision of Flight Ops, ensuring schedule is optimized and compliant with flight and duty time regulations;oversight of Ops co-ord functions to ensure operational readiness (e.g. det manning, a/c & equipment scheduling, load control);manage qualifications of Ops Coord personnel;manage sortie reporting to facilitate billing;In conjunction with the Director of Maintenance (or Maintenance Manager)supervision of France ADAIR MOB facilities and technicians;oversight of Maintenance functions to ensure France ADAIR fleet readiness;supervision of EHS Coordinator and accountable for EHS compliance across program activities;liaison with Technical Services to ensure timely and efficient support to ProgramIn conjunction with Lead Pilots and D/CP France,supervision of pilots;ensure adherence to Top Aces and FR AdAir flying regulations / standards;manage qualifications of pilots;maintain a current operations library;Support Flight Safety and Quality Management Systems;Participate in activities associated with winning future contracts.Support BD team, especially related to French growth opportunitiesTasks and responsibilities as per Company Operations Manual (COM)Cooperate with HQ Top Aces in Canada and cross-company functions HR, Finance, Operations, BD. and other programs to ensure balanced coordination of leadership (Program vs. Functional Leadership and Reporting)Education and/or Work Experience Requirements:Fluent in French / English on Business levelEngineering or Business Degree preferable or 15 years of comparable experience.Minimum ten (10) years of experience with military flight and maintenance operations either as an Engineer or flight crew;Minimum of (5) years of Operational supervisor experience in French Armed Force in aviation related positions (or comparable)Minimum three (3) years of experience as a program/project manager within the last 10 years;Knowledge of Program Management, Supervision of Flight Operations and Aircraft Maintenance.Knowledge of DGA contractual requirements and associated regulationsExcellent organizational and leadership skills.Strong communicator who disseminates and obtains information with discretion, professionalism and diplomacy.Demonstrates strong and visible support of our values.Proven leadership skills in building and managing large teams.Strong judgment, organizational, decision making, project management and interpersonal skillsMust be able to work under pressure and meet deadlines, while maintaining a positive attitude.Working ConditionsSome travel is requiredSupervisory, Training and Advisory Responsibilities:Direct reports To be further defined during TransitionDirector of Operations FranceDirector of Maintenance FranceDirector Supply Chain France (functional reporting to VP Logistic)Finance Controller France (functional reporting to Direct of Finance)HR Manager France (functional reporting to Director HR)IT Manager France (functional reporting to Director IT)Security Officer & Safety Coordinator FranceDeputy Chief Pilot (dotted, solid reporting to Chief Pilot)Occupational Health and Safety Responsibilities:You will have the following responsibilities in order to comply with the company's Occupational Health and Safety program:Managers are responsible for:Providing a safe and healthy workplace including the necessary equipment, systems, and tools which are properly maintainedProviding information, training, instruction, and supervision to protect the Occupational Health and Safety of EmployeesEnsuring Employees under their direction know and comply with Occupational Health and Safety requirementsEnsuring Employees under their direction receive adequate supervision.Establishing, supporting, and consulting with Occupational Health and Safety committees and Workplace Occupational Health and Safety representatives on all matters to improve workplace Occupational Health and Safety including regular safety inspections of the workplace.Security Clearance Requirements/ CGP / ITAR:A security clearance in secret protection according to the French Law on Internal Security is mandatory for the function but can be obtained upon arrival.
