Project Budget and Compliance Specialist (N-24-36) The International Potato Center (CIP) is looking for a dynamic ProjectBudget and Compliance Specialist with excellent financial and analytical skillsto oversee the management of budgets and financial compliance of CIP projects,from proposal to completion, globally. Key responsibilities: Monitor funding trends and manage capacity for thefunctional area to ensure compliance and delivery of financial services to theprojects. Monitor all the financial aspects according to theagreement, (internal ERP), IFRS and donor guidelines, including preparation ofproposal budgets, set-up of projects in OCS , preparation and submission of allinvoices, financial reports to donors, timely corrections to the generalledger, and maintenance of agreement master files. Work with the project team to ensure that all donorrelated information is disseminated to project and, therefore, abide by donorrules and regulations. Maintain appropriate relations with donors and makereports as necessary, ensuring compliance with any terms or conditionsagreements. Monitors compliance in the projects, including projectaudit reports and general financial and contracts issues related to projects. Develop policies and procedures related to projectsaccounting and projects financial management, as well as to contribute to thoserelated to grants and contracts management. Monitor Portfolio Health: Recovery of Indirect Costs (Overheads,Chargebacks, Personnel), Potential Risks (Exchange Rate adjustments, BudgetVariances/Revisions, Audits tracks) Prepares and submits timely and accurate donor reports(W1&W2, W3 and Bilateral Funding) requesting the necessary invoices.Stay current with donor regulations and theaward requirements identified in the CIP compliance matrix, to prepare accurateand timely reports. Maintains all applicable project records and files inaccordance with internal controls, demonstrating compliance with donorrequirements. Prepares and submits timely and accurate portfolioreport (Compliance, Health) Comply with applicable health and safety CIP policiesand procedures. Requirements · Bachelor’s degree in business administration,Financial Management, Operations or related field. · At least 6years of professional experience. · Knowledgeof the international development funding (Desirable). · Aptitudefor understanding complex regulations and monitoring financial transactions anddocumentation for compliance. · StrongKnowledge of Bill and Melinda Gates Foundation (BMGF) guidelines and BMGFprojects implementation. · Strong Knowledgewith USAID projects, FAR and ADS rules and regulations and OMB Circulars. · Accountingsoftware packages (ERP Preferable) · Proficientin MS Office, especially in Excel. #J-18808-Ljbffr
