Job Description Summary For Grid Solutions, Offshore HVDC represents a key differentiating technology and a central focus for the business, particularly in Europe where Transmission System Operators have very ambitious renewable energy targets. In that context, Grid Solutions participates in projects deploying new HVDC converter stations to bring Offshore Wind energy into Belgium/Germany onshore grid. Under the requirement for its ongoing HVDC Offshore Wind Integration Project, Grid Solutions is looking for the role of Project Engineering Manager who will oversee the technical coordination and project technical delivery based on SQDC principles for the assigned scope, that will include Project Engineering Integration of one converter station, cordinating for overall project and integrating various partners and package owners (GE HVDC Solution Provider, Internal Partner, consortioum partner, subcontractor and vendors etc.). He/she will be the contact point to the Customer on technical matters and responsible to lead the elaboration of the best possible solutions with project members regarding technical aspects. He/she will coordinate and manage the global time schedule of engineering activities, follow-up engineering budgets, define the project design quality plan, ensure implementation of Engineering Management Handbook ‘EMH’ guidelines, supervise overall technical coordination between different work packages of Grid Complex large project. He/she will guarantee that global optimization is implemented when selecting technical solutions (cost effective solution, safe, ease of installation and operation of the systems) in line with Customer expectation and relevant documentation delivered as per project general time schedule. He will support commercial teams to define design strategy.
Job Description
The Project Engineering Manager oversees engineering activities of the project, (or on a particular work package of the project in case of Large & Complex project) considering the quality/Cost/ time delivery criteria.
He plans overall design activities, manages project design budget, implements design change process, supervises and coordinates all engineering activities required to execute the project, whether done in house or by suppliers/subcontractors, and ensures technical coordination of the Grid Solutions project. He warrants that optimized technical solutions (cost effective solution, ease of installation and operation of the systems) in line with Customer expectation are implemented by project engineering team and Partners, and that documentation are delivered as per project general time schedule.
Project Engineering Manager is accountable for the proper performance of design in matter of time spent, deadlines, and quality. His field of intervention is linked to project strategy defined by Project Manager.
Key missions of the Project Engineering Manager for engineering activities under his/her responsibility
Project management
Scope of work & time schedule
Responsible for issuing consolidation of provisional drawing list of the project or of his/her work package, integrating submission dates
Manage global time schedule of concerned engineering activities, check coherency of links between engineering activities and other project functions activities (procurement, construction, commissioning) and organize follow up of critical activities of the project or of his/her discipline.
Time delivery mastering
Plan and manage delivery time of technical interfaces with his/her work package , put in place exchange interface sheets with partners, customer and third-party contractors
Ensure on-time delivery of design to stakeholders with suitable quality including Partner documents
anticipate and mitigate delivery issues of concerned activities
Manage time schedule for his/her work package engineering activities in close collaboration with the planner
He/she is responsible of relevant co-engineering sessions with other disciplines, main partners or key suppliers if & when appropriate and of work package design reviews
For large & complex project support Sr.PEM / PED and Project I&I manager in the engineering change management

Customer relationship
Analyse customer technical requirements, prepare and or consolidate clause by clause analysis and ensure compliance to Customer requirements through Technical queries, identify, track, manage potential exception…
Represents customer interests in the design decisions at PM request
Manage customer comments
Instruct customer technical request or comments
Request/attend Customer technical meetings when needed/upon request
Coordinate with partners regarding customer technical comments on their scope
Validate design throughout customer acceptance
Document & configuration management
Manage & track evolution of input data
Submit documents to customer & review submission status (for information/approval)
Validate and check consistency of engineering documents before final release to customer
Coordinate Tracking of customer comments and answers, along with document
Ensure that Management of return status of project documentation internal or external (approved, comments, resubmit, rejected) is performed for his/her work package
Manage evolution of customer requirements & associated impacts
Ensures conformance of material with specification & documentation
Tracks & manage identified or potential deviations
Design expediting
Prepare or review technical specifications and supplier’s documents to enable procurement of materials and plant detailed design
Check effectiveness of design against delivery of contract requirements within project budget and look for global cost optimization in all design phase and mainly during basic design
Get or give support to ensure compliance to technical "state of the art" and applicable standards & regulations
Approve internal, external own discipline documents before transmittal
Prepare engineering subcontracting files (Scope, Deliverables, Inputs, Schedule) Support to design subcontract preparation
Provide technical assistance upon request
Support OMM execution
Process & Tools
Deploy Engineering tools associated to his/her work package (CAD, PDM/DMS,) as per strategy
Integrate EHS requirements based on project Strategy, and deploy HAZID (Hazard identification) sessions at different project phases
Implement KPIs defined on engineering process and provide support to elaborate project reporting
Define with Engineering management or PED the Project Design review plan
Conduct design reviews following Engingeering management instruction
Apply Design subcontracting process
Interface with Procurement, Supplier/Partner management
In line with general time schedule, participate to project equipment and materials procurement cycle
Support Sourcing and Procurement in the definition of the Supplier’s list according to the project strategy
Organize and follow transmission of required Supply Requests on time ; coordinate any required updates
Coordinate with relevant people the review of technical offers from suppliers
Approve the technical evaluation of offers from suppliersSupport Procurement during commercial negotiation for POs issuance and during post order stage
Support Procurement during commercial negotiation for POs issuance and during post order stage
Manage technical interface with sub suppliers & partners, prepare input data, check consistency
Ensure the technical follow up (review, comment, approval) of the supplier’s documentations
Convene technical coordination meetings with partners or key suppliers if & when appropriate
Support Procurement in the equipment ITP review and approval
Support Procurement in the review of FAT procedure and participate to FAT, as per project FAT plan. and request resources function of project strategy
Interface with construction
Involve Construction Team on Design review to Perform constructability analysis
Support site organization during site preparation and throughout construction and commissioning stage, when required
Organize input data acquisition for O&MM & As built
Return of Experience & Knowledge Capitalisation
Organize Eng project teams ROE according to unit process
Provide data & inputs for project RoE
Site/Design return of experience & perform Design Validation Review
Support functional knowledge capitalization for dedicated practice areas
Quality

Desired Profile and Experience
Engineering degree level or equivalent education
10-12+ years of Engineering activities as lead engineer in EPC type environment in T&D, Power Gen or Oil&Gas industry
Experience on HVDC project as PEM / deputy to Sr.PEM.
Exposure to several of the applicable engineering disciplines for the business scope considered
Successful experience in project technical management in a multi-disciplinary team’s context including multiple interfaces and with products coming from several countries
Fluent in English
Experience of team building as lead engineer
Skilled at Influencing and relationship building
Experience in technical problem solving
General Knowledge of GRID Solutions factories and products through FAT, site visits
Knowledge of Transmission or Distribution industry
Willingness to work in different locations for short or medium period and to travel worldwide.
Demonstrated presentation skills and ability to succinctly communicate complex messages
Demonstrates ownership & accountability, judgment and decision making, influences & inspires team, creates a vision and strategy, and has passion for the role
