The consultant will collaborate with the ICAT focal point in the Ministry of Environment and Renewable Energies of the People's Democratic Republic of Algeria, who will oversee the work and ensure compliance with the deliverable requirements. The consultant's services will be under the authority of the UNEP-CCC and the technical supervision of the ICAT focal point in the Ministry of Environment and Renewable Energies and the general supervision of UNEP-CCC. In all cases, the deliverable is considered complete after technical review and approval by the ICAT focal point in the Ministry of Environment and Renewable Energies and final approval by UNEP-CCC.Work Location: 5 monthsDuties and Responsibilities:The project cooperation agreement between the United Nations Office for Project Services (UNOPS) and the Ministry of Environment and Renewable Energies of the People's Democratic Republic of Algeria, concerning the implementation of the Initiative for Climate Action Transparency (ICAT) project in Algeria, aims to strengthen the country's capacity for monitoring, reporting, and verifying climate-relevant information to ensure transparency in accordance with national frameworks and international standards. The ICAT project in the People's Democratic Republic of Algeria began in July 2024. The official project partner of ICAT in Algeria is the Ministry of Environment and Renewable Energies. Ms. Soumeya Amroune is the Focal Point for the ICAT project in Algeria. The objectives of the ICAT project in Algeria are to improve the national Monitoring, Reporting and Verification (MRV) framework concerning methodological and institutional aspects, to strengthen the NDC tracking system, and to enhance the data aspects of the country’s National Determined Contribution (NDC) through the development of greenhouse gas projection tools, aligned with the national context. These objectives are supported by activities aimed at building the capacity of national stakeholders to consolidate these elements. The ICAT project in Algeria includes 4 primary components:Strengthening the institutional arrangements of the national MRV system to enable effective and sustainable data sharing;Improving data for the greenhouse gas emission (GHG) inventory;Enhancing the quality of data and information for the NDC through the revision of the NDC reference and mitigation scenarios;Improving the methodological framework for monitoring policy actions identified in the NDC.In support of the achievement of the second component, a consultancy is requested to analyze the current state of methodologies and the collection and management of GHG inventory data for each sector (Energy, IPPU, Waste, Agriculture, and Forestry), within the context of the new Enhanced Transparency Framework (ETF), including the identification of obstacles and gaps. The Initiative for Climate Action Transparency was established in 2015 at the COP that adopted the Paris Agreement to support implementation of the Agreement’s Enhanced Transparency Framework. ICAT provides countries with tailored support and practical tools and methodologies to build robust transparency frameworks needed for effective climate action in sync with national development priorities. The projects ICAT supports relate to: building or enhancing transparency frameworks for mitigation; building a monitoring and evaluation approach for adaptation; building or enhancing frameworks to track progress in implementing nationally determined contributions; assessing the impacts of climate policies; estimating or enhancing projections of greenhouse gases; integrating and/or aggregating climate actions at the subnational level and by non-State actors; building a tracking system for just transition processes; establishing or enhancing a climate data system; and putting in place a framework to track climate finance.In relation to the second component of the project to improve data for the greenhouse gas emission (GHG) inventory, the incumbent will undertake a part-time assignment to perform the following tasks and functional responsibilities:Analyze the current state of methodologies, and the collection and management of GHG inventory data for each sector (Energy, IPPU, Waste, Agriculture, and Forestry), within the context of the new ETF transparency framework. This includes identifying obstacles, gaps and needs (such as data requirements, appropriate data sources, data providers, and data gaps) to enhance the inventory.Summarize the methodological improvements (using IPCC methodologies as reference) and propose procedures and institutional arrangements for collecting and managing the necessary data for compiling the inventory (Energy, IPPU, Waste, Agriculture, and Forestry).Collaborate with UNEP-CCC in the preparation and delivery of a capacity building programme for collecting and managing GHG inventory data under the new ETF transparency framework:Training national experts on new requirements for inventory development, including 2006 IPCCC methodologies and the 2019 refinement.Conducting training on reviewing data requirements in specific sectors (relevant within the national context) for national inventory development.Develop Quality assurance/ Quality Control (QA/QC) plans per sector (Energy, IPPU, Waste, Agriculture, and Forestry) and for the national inventory to facilitate QA/QC activities on inventory data. Also, organizing a capacity-building workshop on QA/QC for GHG inventories.In this context, the incumbent is responsible for the development of the following deliverables:D1: A comprehensive report analyzing the current situation, gaps, and needs regarding methodologies, institutional arrangements, and data collection for Algeria’s GHG inventory in each sector (Energy, IPPU, Waste, Agriculture, and Forestry).D2: Report containing a roadmap detailing the data collection process, recommendations for addressing data gaps, and institutional arrangements, etc.D3: Technical report of the training workshop, summarizing the delivery and outcomes of the training programme.D4: A Quality Assurance and Quality Control (QA/QC) plan for all categories for national inventories, including QA/QC templates.Qualifications/special skills: The consultant must hold an advanced university degree (Master's or equivalent), with technical expertise in climate change.At least 10 years of proven experience in the field of climate change policy and legal issues in Algeria.Demonstrated expertise in national inventories, calculation of GHG factors, quality assurance and quality control (QA/QC).Proven experience in climate change mitigation, specifically in the preparation and monitoring of NDC mitigation actions, and work conducted in the development of mitigation actions and their MRV systems for climate change mitigation.Familiarity with the UNFCCC and IPCC technical guidelines.Analytical capacity and power of synthesis.Report writing and attention to detail.Ability to provide services effectively in complex areas, respecting political, social and environmental sensitivities.Abilities to successfully conduct activities like workshops, seminars and others related.Management of MS Office, Internet, and electronic means of communication.Languages: Fluency in French (spoken and written).
